      That is no exaggeration either. I knew girls and boys doing it at that age. They are just getting younger and younger too.

        There will always be deviations from the average, but I'd wager they're the exceptions to the rule. Can't go much younger, even with the hormone-induced food we give our kids, puberty and sexual maturity still take *some* time.

            Yes they do. It does not mean they are ready for sex. Actually studies have said that when you start puberty your body is not ready for sex since it is not finished developing.

            But I suppose to answer your question it seems to me that like 15-19 is a more appropriate age, at least I hope so for when I have kids, but as the great and talented Bob Dylan said, "These times, they are a' changin'"
