Ok, so your 22 and in good shape, and without stating it in your question, but later clarifying it, you meant, 'is it ok for young fit guys to go around shirtless', implying 'of course not old/hairy/fat/skinny/... men!'
were you assuming that your appearance is important to strangers in public places?
was your question moral? aesthetic (based on your own self-image)? or is it about attraction?
Yes I'll go to the beach and work in my backyard without a shirt and I'm not 20 or super-fit. I do not forbid people doing what doesn't necessarily appeal to me, and I'm hoping others won't do the same to me.
As for people displaying themselves in the shopping mall, in office buildings, on trains or whatever - well how gorgeous you are doesn't come into it. It's just inappropriate.
