I'm a low talker, too, but I still make other low talkers or other people I can't hear that aren't necessarily low-talkers repeat what they said until I can hear them.
Them: ajsdfbajahs
Me: I can't hear what your saying
Them: asudfjsdahsdf
Me:...... I still can't hear you
Them: afsdafjkhgsdafk
Me:............. I can't hear anything
If I need to or want to hear what they're saying I'll say, "I can't hear you" or something like that, but if I'm uninterested, I'll just nod and move on.

Me and my brother are low talkers. That's how our conversation sounds like on the phone.
