You still didn't answer my question about why western countries can only reproduce, but to each their own. You do realize that brown people can still hate other brown people? It's called internalized racism. Since I'm not sure what your asking anymore let me propose two scenarios.
IF SPERM BANKS EXIST:
If people don't have access to sperm banks in third world or disfunctional countries then that's a humanitarian issue. People would put pressure on the president (assuming it's still a democracy), which would redirect our resources to provide as many people as humanly possible (in mostly homosexual environments) for the right to give birth. This would pressure other countries to do the same, if not then we could tell their allies to stop trading resources until they do, so.

Assuming that sperm banks don't exist in this world then the idea of giving other people seeds through mutual sex to give birth arises. Now I'm not sure how this would play out yet, but I would assume that their will be a lot of paperwork and consent involved. The right or conservatives would hate this idea, since they will see it as immoral and wrong in a lot of aspects. When really it's just a matter of how much consent is involved and how much this would tank people's mental health. Which is why there has to be a system or job sector in order to combat that issue. If people aren't comfortable with that they don't have to do it, but their would be a decent population of homosexual people who would want children involved in their lives just like a normal straight couple would.
Your free to disagree with them, since these are the ideal scenarios of what I think would happen.
