It's a little more complicated than Nickvey would indicate. Some men have no desires whatsoever to be a woman yet fully enjoy the feeling of wearing panties. Not even bisexual men either, straight men sometimes just enjoy the feel of them.
There is no exact science to the psychology of why we as humans do or like things that we do. There are some identifiers that lean things toward one answer or another but in general when it comes to things like this it's really just how you feel. If you like them because you just enjoy how they feel or maybe you like how they make your butt look or whatever it doesn't really matter and it doesn't really mean anything other than that you like them.
That being said, if you sit down and you think about yourself and how it makes you feel and if you think about how you've felt before and decide...I enjoy these because they make me feel feminine then that's also fine and it also doesn't mean you want to be a woman, some people just want to be a bit more feminine and that's also OK!
If you do put some thought into it and think "maybe I want to be a girl" it's important to talk to someone about it, a registered specialized psycho-sexual or transgender therapist. It never hurts to talk and they will ask you to ask yourself questions and and answers and eventually you will come to your own answer on that.
