it would never work, how could it possibly be policed? and what about human rights? i can understand the philosophy but surely its all down to education and the geographical location of the problem. if parents can pay for their kids, then whats the problem? the problems arise in underdeveloped countries where people cant feed themselves. maybe a better line of action maybe to offer free contraception to the underdeveloped countries and problem areas, thus reducing the problem.
