different reasons, a few i can think of off the top of my head are
- aesthetic reasons (often sad/melancholic aesthetics), often combined with different fonts
- emphasizing text in a sarcastic tone
- for the sake of being annoying
its sorta saying it like giving it space (Saying it slowly but online i guess)

My best guess is that it's yet another stupid fad, used by people desperate to appear different (but who just end up looking like pathetic trend-followers), and others who aren't able to effectively communicate using the long-established conventions of English.
Many people seem incapable of grasping the fact that if you want to communicate something to another person, the onus is on you to make your meaning as clear as you can. Using nothing but caps or nothing but lower case, not using punctuation, not using vertical spacing and either not using spaces or inserting spaces inappropriately between the letters of words will all make your text more difficult to read.
The only real message that's effectively conveyed by someone who writes in alternating spaces and letters is that the author is either an ignorant, inconsiderate asshole, or they don't really care if you can't understand what they've written.
I've never come across text that is alternating letters and spaces. That's probably because I'm not part of the demographic (which I suspect can be summed up as: dim, young and attention-seeking) where this is in fashion. Something I have started to notice recently is alternating upper and lower case letters. That's just as ridiculous.
