Why don't you step back a little, wait, and let things take their course? Not everything has to be forced into existence. From experience, the best things were things that happened organically rather than were created according to an ideal.
As an example, you know those magazines that say "build a 936 part model of an aircraft carrier" (or whatever it is your country wants most badly); how come none of them "build a relationship"?
Perhaps because relationships don't build that way. Don't do anything to force it. Just be around to be part of it if it happens.
