Go ahead and message him. I was always shy like you about boys, but a good friend told me not to be so silly, because otherwise you could regret it forever, plus it could have led to something amazing, plus what's the worse that can happen? All he can do is reject you, which isn't so bad, because then you know where you stand and can move on - he can't chop off your head or something like that, so it won't ever be as bad as you imagine and could instead be really great! He is shy just like you are and is thinking the same thing about not wanting to seem stupid contacting you; maybe he feels he could scare you off. Just drop him a short message saying something like, Hi it was nice to meet you at the pool how are you?
