Your cell phone is always receiving a signal, though (unless you're in an area where you can't get service), not just when you receive a call. Even if you don't have a phone with you, you're in the presence of those signals. They're broadcasted over huge areas, not just sent directly to your phone when you get a call.
If you're getting dizzy or shaking when using your laptop, it might be a temperature problem. Does your computer get very warm?
