The way my neighbors handle their pets.

They leave their cats and dogs out in the rain and snow. The animals just wander around pooping in other people's yards all day. They don't play with the animals either. They just feed them and leave them alone. It's not uncommon to see a pack of dogs running around. Is this normal? Everyone does this on my block.

    That seems a little weird. And like a good plot for a horror story, Nah but for real I would call animal services and have them investigate that. That seems borderline animal abuse and neglect

    call animal services. let those animals go with someone who will actually care for them

    Dogs and cats are animals that are perfectly capable of living outside. I'm guessing you've never been to alsaka, india, an australian farm to name a few places where it's not only uncommon but the exception to bring a dog or cat into the house and amuse it.

    Animal welfare should be reserved for actual abuse of animals. They have very limited funding and calling them for trivial shit like this stops them from being able to attend to real abuse.
