Yea its normal some times they do that. like they get smaller when cold and long and thin when hot

It would, in fact, be odd if they DIDN'T hang that way: one almost always hangs lower than the other, even in animals (to prevent them from banging together when we walk, some speculate) - usually the left. Wikipedia reports that only 27.3%% of men report having testicles evenly hung, and they probably weren't looking close enough or something because that's weird.
