Simple, make them row the boat like they used to do with slaves. You'd just have to pay that drummer guy to keep the pace right, and the initial investment of the boat, but it doesn't have to be anything fancy. Or, if it was land travel, then have them take turns pulling a wagon. 10 can pull while 60 are seated within. After 4 hours, switch the team.
Both methods would pay for themselves many times over due to the minimal cost of maintenance (no engines), and of course no fuel used. The cost to the parents would be minimal as well as a result.
They will eat lentils, oatmeal and/or potatoes. Those things are only slightly more expensive than dirt at about 5-10 cents a serving. Vermin taken from around the ship are a bonus.
