I'd treat him like a regular person and lock his ass up for a while. He's getting out of control whether or not this is true. Biebs needs professional help and constant monitoring until he grows up and stops putting others in danger. He might be an "adult" by legal means, but he's mentally a child with too much freedom and no common sense. I've seen regular kids severely punished for doing much less than this little turd. There's still a chance that he could "grow up" to be a decent human being.
