I think the seatbelt law is more for insurance reasons. You have to realize that someone has to pay when you get mangled in a wreck, you have the responsibility to keep your risk minimal. An insurance company (or the state) will be paying for your medical care, car insurnce companies might have to pay out based on your injuries, you might become disabled and unable to work which would mean the state and federal gov't might end up paying for you to live for the rest of your life....and so on.
