No. But you are plainly frustrated and fed up. I think you could hold your nose and bear it, or proceed with a complaint. Either way find out if there are others having the same experience & team up to decide how to cope.
If complaining: document the behaviour: missed/cut lessons; times he appeared under the influence; whatever. Find out all the procedural stuff on how to lodge a complaint. Make a careful choice - it is a lot of work.
Be sure to warn future students in the end-of-term student course/prof evaluations - they read them! The reason: to avoid twats like the prof you are stuck with.
