Yes it's very normal. I guess its the arbitrary dating "rules". Some girls shy away from being the initiators in dating because it's seen as taboo. At the risk of being a hypocrite and sounding outdated, Im a feminist but I believe that when it comes to asking a woman out on a date or expressing romantic interest, that's the man's job.
You have a very strange definition of feminism: the dating "rules" you refer to and which I would've thought were outdated in the 21st century keep women in the passive position of waiting to be asked and men in the position of having to risk refusal.

I fully acknowledged that assigning gender roles to dating is outdated and that as a feminist it's rather hypocritical to think like that. Some "routines" are so deeply imbedded in culture its impossible to think otherwise, I am guilty of this.
Feminism is equality, quality in this instance is the right to ask a guy out without being labelled a man chaser etc. Some women approach men and they execute it perfectly without seeming desperate but men don't tend to value a woman who initiates. (There are statistics on that).
Culture plus the fact that I myself though dont conform, I'm an egomaniac which is why I'll never ask a man out. I can tell him I think he's attractive but would never initiate.
Well right now she isn't rejecting him is she. Has the guy told her? It's all a big mystery. If the guy approaches her and she wants then I don't see why not.
