I do get your point. I do not think it should count as rape unless it is unwanted. I think all rape should make the defendant be charged as a felon no matter the age. I do not think it is good for 12 and 13 year old to be having sex and you having sexual relations with your cousins sounds gross. I think if a 18 and a 16 year old are doing it and the 16 year old wanted it let it go. If a 13 year old rapes a 9 year old we should put the 13 year old in prison with the adults because rape is still rape.
