Spanking is not a cure but a hard method of teaching. It guarantees nothing. There are those for whom no amount of punishment short of jails or institutions will control them. Spanking is to instill self control and it needs be done with that in mind. The spanking creates a fear of punishment and the spanker needs to offer love or at least respect for the spanked, and show by examples their own self control. A bully gets no respect, just blind obedience, which is not learning, and leaves self control out of it all. Spanking can be 'fun' for the spanker but it needs be done also for reasons I have said. Boys especially and especially harder and more often, GENERALLY. Girls should see the boys get spanked bare bottomed or even naked to teach boys social awareness. Any sister or girl who the boy abused should get to spank the boy as well ... and never vice versa, no matter what. Girls need to be spanked by females only, in private, as part of 'female issues'.
