Well it depends what kind and where the tattoos are. Large tattoos all over his face containing spelling mistakes are a problem. Most other tattoos are not.
With dope smoking, it depends how much he smokes, if it's draining most of his money and if it's affecting his motivation and direction in life.
At a certain point (I think you've reached it as you say he's in his early 20s) you have to let him make his own choices and live with the consequences of those choices.
