All I can say is that there are cultures that definitely did not contribute to most technological advancements such as the new world natives or the pacific islanders, as well as africa (except for egypt)
This wasnt due to being dumber or anything. Its because they where geographically screwed from the start. Cant really upgrade your tech tree if your area lacks the resources to create said text. The Aztecs had extremely advanced astronomical calculations but never progressed the wheel. Why? Because the aztecs had mountainous terrain that made transporting by wheels harder, unlike europe and asia where there was flat enough grounds and plains where wheel technology could develope.
People were as technologically advanced as where allowed geographically.
It wasnt a race issue it was a geography and materials issue.
People work with what they have. South america has deep tin deposits making the bronze age impossible to develope into. Smelting isnt really an intuitive process. You need a base line of metallurgical resources such as soft metals that are relatively close to the surface to find. Then mining is invented to go deeper. You cant develope Y without X before it.
Europe and asia were rich with said materials which allowed for further development of technology.
