I think that emotionally you should show her you care about her, and make her laugh occasionally, make her day, be a strong support/pillar and make her comfortable around you so she can freely open up and trust you, maybe ask you for advice, that kind of thing. Just be there for her whenever she wants your company, but it's a fine and subtle line between being the role of a friend/older brother and being something more. Of course you should be careful from a legal point of view to even attempt anything physically, but emotionally, mentally, and psychologically she seems sweet and nice and it would be a missed opportunity to not pursue her in some way, to make her a part of your life at least for the time being, even as just a guy she knows that will be sensitive and actually listen to her.
