So confused :/

ok, so there is this guy that i really really really like! and i KNOW he likes me too.... the problem is he wont ask me out. i have broken up with guys before because of him...... he also talks to this other girl that i EXTREMELY dislike!! but anyways, we have been like really good friends for about 4 years. his best friends keep telling him he should ask me out but he wont do it for some reason. i dont know if it's because he doesn't like me that much or what...? he hugs on me and trys to kiss me all the time so i don't understand why he doesn't want to make things official. is it normal for him to do this?

You say he "[tries] to kiss" you. Does that mean you prevent him from doing so? You might be sending him the wrong signal, and he is confused. Instead, accept his kiss; or just outright kiss him. And, linger just a little bit longer than he wants to. Don't worry about making things 'official.' Just take one step at a time. Make hints or suggestions about going out someplace. Keep giving him signals, but remember that boys his age are not very good at reading signals.

when he "tries" to kiss you, why dont you just grab his head and kiss him. why dont you make the first move. he is obviously too shy to do it.

Totally right, I'm a guy and I've been in his place too, he is just not sure about the way you are feeling, trust me, if you did the first move it would be a great relief to him...
He could also not know how to do the first move... Just help him like "WayOutThere" said

He probably doesn't want to spoilt the friendship. Girlfriends come and go but you've been friends for so long he probably is very attracted to you at the same time but wants to hold onto what you've got.
