She's probably insecure about her own weight, and is projecting it onto her kid instead of doing something about it. I've seen a similar thing happen before with a girl I knew in primary school years ago; she had a severely obese mum but she was stick thin because her mum told her she was fat, and I've always presumed it made the mum feel better about her weight. It was terrible looking back, I hope she's okay now.
