Seriously, I've seen fuckwits like this - short of a parent stepping in with a 2"x4" and knocking a little sense in, its move away or get the cops involved.
Then tell your parents he still wears diapers. Piss on everything in his room and place dirty diapers in every crevice. They will get annoyed after having to clean up the mess and either they ship him off to military school or begrudge the fuck outta him. Then tell him piss problems aren't the worst thing you can conjure. He'll know you mean it.
