There's a search bar to check for repeat stories, and it automatically reveals similar stories as you're writing yours to show you what has already been asked.
It makes no difference.
The only real way is for the moderators to make sure the same questions aren't allowed through over and over, week after week.
They could also have an FAQ section prominently positioned so people can see the most often asked questions and their results.
