I would talk with the sister and find out if there is anything there first, sometimes signals are not always what we think they are. If something is and a relationship develops then speak with your friend and find out how he feels, regardless of the outcome you will feel better for letting him know out of respect for your frienship. I'm not in to the whole "Bros before hoes" argument. Remember that this is your friends sister and I'm sure she is not a "hoe" and I know you don't see her as that so you should your thoughts of that statement. Don't be affraid to persue something that could turn out to be something wonderful. Good luck to you.
