I personally think that couples who can't conceive naturally but want children (including LGBT couples, and I'm gay myself) should be encouraged to adopt rather than seek IVF or surrogacy/sperm donorship.
Not saying that should be illegal, they have the right to try having their own kids if they want. I just think adopting is better than bringing yet more kids into this overpopulated world, while leaving kids who are already born without families.
I'd also support a (depending on the country and it's current degree of over-population) a 1-2 child cap on the number of kids a couple can have naturally (not including adopted children). China's execution of the one child policy had it's issues and pitfalls but it was necessary, and more countries need to follow their example.
