I would tell your ex that you are going on a date, she sort of may be expecting that you two will eventually end up together again due to the close proximity. In regards to the other girl it's probably better to tell her sooner than later cos that would be one akward converstaion if she one day randomly decides to come calling and your ex answers, if that happened it would actually look like you were trying to hide something. But then again it depends on whether you think it may go somewhere, if your just trying to get a quick shag then i wouldn't bother telling her.
