You can not 'cause' your mom to commit suicide. She must do that all on her own. From what you wrote, she sounds like a coward anyway, picking on you when you can not fight back, so really, chances are it will not come up.
Since you've already been in foster care, you know what you'd be getting into by calling social services, so the choice is yours.
I can't tell you what you should do here, but I would suggest you choose what is best for you and tough shit for everybody else. Look out for yourself!
