You can maintain a dual citizenship as long as the US is on good terms with the country your moving to, you don't deliberately renounce your citizenship, and you file (but not pay) income taxes in the US.
It's a bit more complicated than that for US citizens, except in the case of Israel. There may be a big problem if the country you want dual citizenship in has a significant military.
