That is definitely not normal behavior. You don't even know this person, you met them online and only have been close for two weeks. I wouldn't qualify that as a friend. If ANYONE you aren't romantically involved with/interested in masturbates to your picture that is crossing a line. Women can be creepy and perverse too, not just men. If I were in this situation I would not send anymore pictures and I would cut off all communication with her. If you choose to be friends with her still, you need to be weary and not lead her on. Be straight forward. If you don't want her masturbating to your photo, tell her. Plain and simple.
