Thats because statistically men are a much higher risk factor for this behavior. A woman could do it ...and I would hope reseave proper punishment.
also as someone with a daughter my concern would be men. If a women flashed my daughter in a bathroom i would report her...but have much less to explain as a small girl would have all the same parts...innocence being ruined avoided. And just so you know if I had a son I would be equally as concerned about him.
