Nothing weird, she had hit puberty, she has sexual traits. It would've been weird only if she had been prepubescent (less than 11 or around). Otherwise, the purpose of some jurisdictions is to protect minors from being corrupted, as they are not mature enough. As long as it is legal there, go for it and if she's so young, protect her psychologically.
