Exfoliate the whole area before (and after, if necessary, it may not be)you know till the skin is pink. The bumps are from staph that live on your skin and infect the little micro cuts from shaving, they're little staph infections, when you scrub extra hard it removes more of the bacteria, so the body can heal without an army of bacteria to fight also... I've been doing it for about 6 years now, it totally fixed my shaving bump problem.:)
