No this can actually be used even if you dont know how to fight or if you are in a gun fight. Theres often luls in the action for a split second or two where both sides slow down because they dont know what to do. You can use this moment to get a leg up on him. This is something so simple but actually works really well. If you have in your mind already before it starts that you will react in these situations faster than the other guy you can often win. Win the race to reaction.
This is something Ive used since I was a teen and actively tell myself. I remember I use to get in fights alot and this one time after a guy had pushed me down from the side I got up hit him and then he ducked down and went to take me down we both went down at the same time and I kind of twisted on the way down so we both fell on our sides but I just bounced up faster and got ontop of him and started landing punches on his head. I also beat myself up if something happens and Im too slow to react whether it be someone unexpectedly tossed me something and I didnt go to catch in time or something else. Im abit wierd though.

Actually, it cannot be "just used" by people. It takes a lot of training to be able to react split second even when there is confusion...
Top fighters and martial artist can do it because they have years of training in how to do it.
A newbie doesn't have a chance of doing it.
