Wheather or not it's racist really depends on how you mean it. If you're refering to differences in black and white American culture, that's not racist. It still might be wrong, but of course cultures are different.
But if you mean that black people in general are more racist then white people because of who they are, then yes, that would be very racist.
Now, I've never been to America, but I watch a lot of American videos. Judging from that I'd agree that for example black comedians seem to get away with saying very racist things, that a white person might get in trouble for. But is that really because slavery? I think it's more because we (white people) really don't give a sh*t. If you call me "Whitey" or "Cracker", it doesen't affect me at all, because it deosen't mean anything to me. But a black person, especially an older one, might have painful memories where the n-word was used in a very real and hateful way. So it's just riskier to go there.
In the end, those are all words and can't tell you if someone really is a racist. Just because we can't say ignorant things doesen't mean we don't think them.
