Blood dries really quickly and is too gloopy to lubricate
Period blood is a mix of blood and mucus and I'd very thick. It sounds like when you tried it the girl was on the tail end of her period. Once she actually stops menstruating it can start to get dry like you describe

I don't know it just happens. Maybe it's the friction that makes it dry. It just doesn't work as lube. At all. Try it and you will see.
