People should be required to have a parenting licence to have kids.

everybody has completely different beliefs of what being a parent is all about, thus it would be impossible to standardise.

what i generally find is that its all about 'family values' - your class, religion and what country your from plays a part:

eg

indian high
poland medium - high
nigeria medium

russia low
jamaica very low
