Good idea: teaching parenting skills to prospective parents.
Bad idea: sterilising any who fail at their attempts to parent.
I think making parenting and preparation classes for new or prospective parents mandatory is a great idea. If somebody does not achieve the standard expected, they would have to have visits from social services for the first 6 months or more, to assess if they are capable. If not, then standard procedure would be followed and the child would be taken away until either the parents achieve the required standard or a new capable family are found.
However, sterilising any parents who fail at parenting is a ridiculous idea. Some people aren't in a good situation financially or psychologically when they have their first child, and aren't able to provide the right care. If they then grow up, learn from their mistakes and reach a position where they can provide perfect care for another child, you're saying they shouldn't be physically able to - they should have their ability to reproduce snatched away.
If you're talking about temporary sterilisation, perhaps that's more justifiable, although it's still ethically questionable and an imperfect science. Permanent sterilisation is very rarely justifiable.
Also, the cost of assessing every person wanting children would probably be pretty high. It's whether the cost would be balanced by the fewer parents financially reliant on people's taxes.
People should be required to have a parenting licence to have kids.
