I find your view to be very black and white. Not much room for grey. While your argument holds many valid points, it also is lacking in a complete thought process on how this would actually be implemented into society as well as it's effects on the world. But hey, keep thinking. I wholeheartedly agree that population control and resource management are matters requiring attention, but I also don't think I'd like the government in control of everything including my reproductive organs. Can anyone say "eugenics"?
People should be required to have a parenting licence to have kids.
