You need a license to drive a car. You even needed a license to own a dog in this country once. Why aren't we licensed for parenthood?
I couldn't endorse your other measures but I think parenting should be taught at night school. Especially with the deterioration of the wider family unit. Grandparents used to be backup parents and experienced hands.
People should be required to have a parenting licence to have kids.
