Having fantasies does NOT increase the probability of taking harmful action for sane people who distinguish the difference between fantasy and reality. This is well documented for child porn watchers. (there is an inverse correlation, that molesters are likely to watch CP, which confuses people).
For example, watch some violent movie, say Batman. I've seen it, you've seen it. We may have imagined going out and killing a bunch of people. But it doesn't happen because we are sane. We are no threat to anyone. We can be entertained by awful violence, and then smile to our neighbors. An insane person is already predisposed to violence or acts against children. The images may reinforce that predisposition, but it is not the cause.
Our society has decided that anonymously viewing child porn, with which there is no connection to the victim portrayed is a serious crime. At the same time, viewing graphic images of murder, torture, and genocide is not only permitted, but is in our school textbooks. Sane people are not affected by either, but insane people are.
There are thousands of people in prison right now for harming no one, by merely privately viewing CP, for which they in no way took part or financially supported the underlying crime, and are no threat to anyone, but there are also thousands of known psychopaths freely roaming the streets who can snap at any time and kill people. Something is not right.
People can't help their sexual orientation.
