I don't agree with you as I can get off very easily also before my period when PMS occurs. I also have no problem to get of during my period or whenever during the cycle so it has nothing to do with it in my case. PMS maybe that you can't get off but not that women in general can't get off.
The explanation in the first paragraph of your post makes no sense to me as it doesn't explain why you didn't masturbate to orgasm that way. Moreover, having period doesn't exclude orgasm when partners don't mind the mess and enjoy their sex life also in that time.

My fiance won't touch me while I'm on my period, and I find it more difficult and I have a lower sex drive during it.
I didn't mean to imply that girls on their periods can't come, just that my frustration was blamed on PMS. It was a joke.
