Obviously tats are important to you and someone who likes and accepts yours is great. But it seems very premature at 5 weeks (without sex, even) to profess your love to someone you do not know well.
I would proceed with extreme caution as this guy might be a bit clingy and insecure. Might. Or he could be a great guy who has fallen head over heels in love with you. He might, might I say again, be one of those very rare guys who can express his feelings and be open and honest with others.
Only time will tell, so again, I would proceed with caution and keep a lookout for signs that this isn't a stable or rational guy. Good luck.
