    some people cant cum because of issues, but if hes whackin one off after youve came he is imageinging some one else or he really cant....

    either way dump him or see a sex therapist or a psychologist

    No, it's a polite bullshit excuse for him not being turned on by you. For example; some guys cum really quick when they are very turned on (like in american pie)
