I believe it does. Sexuality is multifaceted and we tend to feel more in-control when we can attach labels to each expression of it and then categorize people into each one. So, I hate to do exactly what I am accusing society of doing, but the fact remains that a bisexual person is one who desires (consciously or unconsciously; willingly or unwillingly) to have sexual relations with someone of the same sex and someone of the other sex, even if this desire is never acted upon.
Please take note that fantasy and desire are not the same thing. You could fantasize about being in a situation (which is simply curiosity), without actually wanting to actually be in that situation e.g. some people fantasize about being raped, but few of these people would actually opt for (or desire) a true-life rape and all that comes with it. So too can a person fantasize about a bisexual lifestyle, without desiring it. The desire is what makes it true (whether or not it is acted upon).
So I think you may be bisexual for having the desire...but I wonder how you make sense of not being attracted to these people with whom you would like to have this sexual experience. An interesting factor worthy of reflection in and of itself.
