My opinion is that it's a resurfacing of the strong sex-negative, Puritanical streak that runs though American culture, mixed up with a holdover of 19th Century quackery that held that sperm was a vital fluid and expelling it depleted the male body's energy.

Too much of anything isn't a good idea, but it's interesting how these "No xxx" things generally involve stuff that Puritans hate, such as sex and booze.

EDIT: Just checked NNN on Reddit - the highly reliable source of valuable and always accurate information - and learned about Destroy Dick December, where you're supposed to come the same number of times as the date.
