She is far to young to be doing any of this. Personally I would call the school and have a conversation about it because it raises the question of where did Amanda figure this out/start doing it.
Most people work out masturbation quite young just by self exploration. It doesn't have to be shown. I was about 8 or 9. I didn't know quite what I was doing or that it had a name but knew it felt good, was something to do with sex, and wasn't to be done in public!
