He's 13???!!! Yes, your sister is being VERY inappropriate! If he was, like, four it would be sort of weird, but maybe not damaging. This kid is technically a teenager. This is sexual. He probably couldn't believe his luck when your sister got naked with him. He might be trying to act all cute and innocent just to prompt her to do this more. Definitely tell his parents what your sister did, even if it might cost you your babysitting job.
